The Clean Neighbourhood and Crime and Disorder Acts have granted local authorities more enforcement powers and responsibilities than ever before. As well as dealing with newer areas such as nuisance behaviour and environmental crime, local authorities are responsible for enforcing planning & highway legislation and health and safety. This enables them to be considered as an enforcement agency in their own right with enforcement teams rivalling the size of traditional enforcement agencies like the police.
In addition, there has been a growth in the debt recovery industry across the last 10 years; commercial organisations now employ certified bailiffs to enforce a range of courts orders and debt recovery measures.
