Licensing Officer

 

A licensing officer is responsible for dealing with the enforcement, management and development of the Council’s licensing functions. This is in relation to the Gambling Act of 2005, the Licensing Act of 2003, and hired and private vehicle issues. Desirably, the position holder would be extremely familiar with this legislation as they are responsible for executing any enforcement duties.

 

They are also there to deal with complaints that users may have and to offer advice and assistance with applications. Additionally, they will regularly attend licensing committee meetings and court where necessary and access to a car and possession of a full UK drivers’ license is obligatory. Travelling expenses are recompensed and some overtime hours (including the possibility of evening and weekend work) are expected of the position holder.

 

Day-to-day activities for a licensing officer may include helping prospective taxi drivers fill in licensing forms, inspecting public entertainment premises such as pubs/clubs, schools and village halls to ensure that they are abiding to the correct health and safety measures, or performing random checks on vehicles for private hire, ensuring that they are equipped with valid licenses.

 

A successful candidate will have worked previously as a licensing officer or will have had experience working in a similar role. Experience and knowledge of word processing, spreadsheet usage and other IT systems would be required as some administrative and office work is a necessary part of the role. The successful candidate will show evidence of being able to work well as part of a team and with minimal supervision. Strong people skills are also an obligatory requirement.



Qualifications: No specific pre-entry academic requirements, but training is given on the job and at the discretion of employing authorities.

Skills: IT skills, team building skills, knowledge and experience in dealing with, the Gambling Act of 2005 and the Licensing Act of 2003.

Experience: Previous licensing officer position or two years (minimum) in a closely related role.
